These small scooters will never be well suited for highway use IMO. I've done 10-15 mile stretches of highway on small scoots many times before, so it's not that you can't do it. Just don't think you're going to cruise 60MPH and feel totally safe and comfy out there.
That said, there's no reason that you can't do 55+ with a BBK, gears and exhaust. Carb and CVT tuning will be required. Larger carb may be a good idea as well. You don't have to go to 100cc to have a strong runner. The 70s can be quite capable.

Do you have any big bore kits in mind?
I ran a cast iron Malossi sport bore. It was a great upgrade over stock set up. A friend of mine with the same type of Chinarelli scoot had a shop install a Polini Contessa big bore kit. I got to test ride it and i felt like the performance of the Contessa was equal to the Malossi sport.
I have always wanted to try the venerable Polini Corsa but i never got around to buying that bore kit.
My advice: stay away from unbranded Chinese big bore kits. They are the cheap big bores on ebay. In my early inexperience, i assumed all bbk were similar. However, no matter how much i tuned clutch springs, contra springs, and rollers, it would not go past 35mph. It was a rocket from 0-35mph but it could not go any faster. The bore kit was pretty much an "economy" big bore replacement kit. The exhaust port was super low from the top of the bore. Thus, it did not have any high rev capability (exhaust duration was too low).
I soft seized that bore kit several times. I removed that bore kit and replaced it with a Taiwan cast iron bbk. Chinese bore had aluminum on the cylinder wall from all the soft seizes. I used sand paper to remove the aluminum, and then i used it to practice honing. Along the way i read about "porting" and raising the exhaust port roof to increase exhaust duration for more revs. I ended up raising the exhaust port roof to 22mm from the top of the bore. Originally the exhaust port roof was at 25mm from the top of the bore. Ground away 3mm to increase duration. Months later, for shits and giggles, i reinstalled the ported Chinese bore. Oh my, huge difference in performance and speed. It was then that i understood the importance of port timings.
The only problem after that was cylinder temperature. The Chinese bore only had 4 main cooling fins, significantly less cooling fins than even the stock bore. No matter how much i jetted it, it would always run hot. I ended up installing a Jog90 cooling fan, modifying my fan shroud, and adding an air scoop.
As far as a CVT cover for that engine block that you were looking at, any short case Chinarelli cover should fit. The cover from my Chinarelli is basically interchangeable with my 90 block. Im pretty sure the Polaris 90 cover would fit up as well.

Definitely not going to make a habit of 60 mph highway travel, just want to be able to in case I feel like cruising 5 miles to the next town over.
And thanks nephrence for the advice on the bbk and such. I am on a budget, don't need high end stuff but do want something that will work reasonably well. So how is the Naraku brand, I saw this on the scooter tuning site. I am sure it is Chinese but if it's cheaper and works decent enough I would give it a go.

Phatboy,checkout the speeds section and select a build that will suit,I max out around 40mph on my commuter 50cc but have no problems as I use small roads mostly,I have been on our 50 - 60 roads but the wash and goods vehicles are not pleasant as they plough past.

I got a complete never ran one of these hybrid adly motors built haven't even tested anything it has a 54 mm cylinder a full circle crank also have rare Triton 5 spoke wheels with 100/60 r12 tires don't need it anymore got rid of scooter I was gonna put it in trying to sell all I have left of it
