Now I AM confused. I was thinking that the connection to the starter relay from the LEFT brake lever switch was bogus, and it would not CRANK over when that was pulled. Now, it is noted that if the rear wheel is on the ground... it kills it.
You have a too-tight clutch or a too-high idle speed that is engaging the clutch, if preventing the rear wheel, via brake or ground contact, makes the engine stall. Or possibly weak clutch springs. The starter motor will apparently rotate the crankshaft when enabled, AND turn the rear wheel as it spins.
THAT ain't right. Check your clutch, could be damaged, such as with broken shoes or springs internally, i.e., inside the clutch 'bell'. Remove the cover and then the nut and bell. Inspect. You should be able to spin the bell with the wheel off the ground, engine OFF. Period. End of story. tom

Like i said initially check your'e clutch. That's got to really be annoying to have to always keep rolling even through a stop sign. What do you do at red lights go real slow lol ? Without an ounce of doubt you have a clutch issue whether it be broken clutch springs and or binding clutch pads.Once you pop the cvt open take some pics or a video for us.

Definitely something going on with the clutch. Sort that first.

When its on the center stand, the rear wheel will turn while idling or turning the clutch by hand, but i can only start it with the rear brake if its on the center stand, if the rear tire is on the ground i have the have the throttle fully open for it to stay running and it doesnt move anywhere, but on the center stand the wheel accelerates with the throttle. When i have it tuned to a low idle speed the scooter vibrates as well.

It's quite normal for some scooters, that the wheel will turn slightly on the stand. If you put you hand on the wheel it should stop with very little resistance. If not the clutch is not working, or the revs are too high, engaging the clutch.
