Here in Arizona (AKA Lil' California) they call it ADOT - Arizona Dept. of Transportation.
2010 SYM Mio never registered in AZ or any state, 182 actual miles. The original owner bought it in Rhode Island for $1400 as a new leftover model already several years old. He lived in Alabama which requires no registration or title and eventually moved to Phoenix where it sat unused in his garage.
In order to sell it to me he had to pay $91 to ADOT for a title they never gave him, giving him paperwork for the new buyer (me). My local ADOT office had a waiting line to make an appointment for the next week??? Made a quick trip to the express registration place and paid another $91 to get it legally registered and plated. Granted $25 was probably the express service fee, but still unbelievable, $182 to get a 10 year old 50cc scooter street legal!
$106 for an annual insurance policy and now we are up to $288 total. I paid $1000 for the scooter which looks and runs like brand new, and it cost me almost 30% of that to ride it for one year...
I'm getting ready to retire and in the next couple of years will be moving back to New Mexico. 49cc scooters are free to ride there, no title, no registration, no insurance. That's why I sold my Lance PCH 150 and got a SYM MIo 50, to enjoy fun, free and inexpensive transportation.
I'm having a hard time accepting the amount of money Arizona is extorting from me, but knowing that will soon end is making it tolerable.
I knew how the game was played before I rolled the dice, but am still frustrated (pissed off!) and wanted to vent...

Come and live in the U.K. Then you will get proper ripped off! It is frustrating when even a few miles away it's free. But what can you do? Sometimes it's good to let off some steam.

The DMV or ADOT has to fund the subsidies for truckers tearing up the roads and a kickback to legislators for the fine job they are doing.
