You do not require a drivers license to ride a moped in Oklahoma, West Virginia, Montana and North Carolina.

Virginia and Indiana do not require driver's license. Carry valid Indiana ID or government issued ID in VA. As far as I know...

Virginia does require a valid drivers license, however west virginia does not for 49cc scooters. As for indiana yes State ID or Driver License with MDC class A or B endorsement +over 15 yrs old will do.

Cyrus thanks for your patience, I just got back into town from a business trip. Here are the answers to your questions:
For your gear, you can insure $500 for minimum premium, which is $40 per year with no deductible. If you are hurt or killed on the bike, you can replace $500 in income monthly for $5 per month, or $100,000 death benefit for $22 per month.
You can increase the benefit on any of these line items, the above is just one option.
