Charcoal canisters are used on fuel evaporative emissions systems on cars and trucks.
The crankcase vent from the valve cover vents to atmosphere.
The exhaust system on a 4T scoot will not have a great effect on running unlike 2T scoots.
I suggest you find a service manual for your scoot. They can be found on this site.

Okay I just downlaoded the manual. That hose I was talking is for the PAIR system. The end of the hose leads nowhere. It is open and there is no canister as it appear on the 49ccaxoot youtube viswo about PAIR system removal.

okay after spending a lot of time reading in other forums. I decided to try and set my valves from 0.003 to 0.004 intake and 0.004 to 0.005 exhaust. That fixed all my idling and starting issues. All the rejetting and tryimg to find vacuum leaks was for nothing.

That is why one reads the manual, follows the diagnostic troubleshooting charts, and only does ONE thing at a time instead of guessing and chasing their tail...

I had the valves set correctly and I made sure they were set coreeclty three times, everybody led me to jetting being the probable cause so..... There is no way I would know with my limited experience that some engines likes the valves loose and some a bit tighter. Took me quite a while to find this in forums.
I also reinstalled the stock carb, air filter and exhaust and didn't change anything. So I did try.
