hey it starts!
Does it still have a vacuum petcock? If so, i would apply vacuum to it while the scooter is off. If working right this should fill the carb. Then try to start it and see if it will idle for longer.
Could also be air/fuel mix adjustment.

It runs (a bit) so its most likely the carb you need to raid the kitchen for cleaning implements, take a picture of the top and bottom half number the orifices and check them off as you go,a carb that cruddy may have a blockage I have used electrical wire, pipe cleaners, drinking straws to clear them, pot luck or method? you need to be sure they are clear. Geoff And just because I was that guy, make sure the arrow on the piston points to the exhaust manifold ,sorry could,ve thrown that in a while back. and yes that's exactly what happened when I fitted the piston "backwards" it ran for just a mo ,I still go to rehab cos of it.

Moving the needle seemed to make it worse

Moved needle again. Back to where I was. It starts but won’t idle. Fuel flow problem? maybe. Exhaust leak? Could be my gasket may have shifted when I installed the pipe (though it’s not that loud). Futzing with idle or air mix doesn’t do much
Nothing like making me feel like a noob

This to me looks like it’s hanging too low and that’s why now I’m leaking gas.
