A while ago I discovered this module and hose flailing around under my body panel, asking what it was didnt prove fruitful but a search determined its a Scooter Exhaust Emissions Control Valve an EGR or PAIR maybe. it was not connected to anything, the rubber tubing coming from the upper plastic valve appeared to be cleanly broken,fractured or just cut and also cracked on the end connected to the plastic valve. When I took the body panels off to inspect the engine and air box there were no locations for it to attach from what I could see, I assume one of the previous owners modded it and just neglected to take care of the remaining parts, the air box had extra air holes drilled for better air flow so its not unexpected.
I would rather block it off than keep any potential exhaust or vacuum leak and increase performance even if only tiny, it appeared to run smoother when I removed it and blocked the connection point so I might just buy a block-off plate.
Since the module isn't functional would there be any harm in blocking it off? The thing quiets down a fair bit if I plug the tube. Any other info is appreciated as well.

Get a new performance exhaust pipe, there is probably a catalytic converter inside the pipe shown that is probably half plugged. The EGR/airpump setup won't be needed with a new pipe.

You're correct in calling it a pair emissions system. Best route is to block it off at the head and remove the rest. Some have a vacuum line that runs to a diaphragm valve, be sure to block that vacuum port on your intake as well.

I dont know if id be able to find an exhaust system that would fit my bike but it wont hurt to search.

Jloi, No mine is attached on the exhaust pipe, so if that is a PAIR system on your bike mine must be the EGR, the image in my post shows what it looks like and where it is.

That is still a PAIR system. It is meant to put fresh air into the exhaust to burn the exhaust better.
I would get a new exhaust. The 139QMB exhaust all have the same shape header portion. The muffler portion can differ. Also, most aftermarket exhausts don't have a catalytic converter which plugs easily.
