Anything that will remove the white hand painted stuff that wont affect the blue underneath which has not even been keyed for the White to stick to it. Thank you

White brushed on paint? Is it latex house paint?
I think identifying the paint type would be a first step.

PO must have done that for a "protective barrier" .
for the fender , that might flex/bend , maybe ; maybe some of it would just kinda pop off if you flex the fender .

A pressure washer, starting with the lowest pressure nozzle. Or, start with a hose on highest pressure nozzle.

'Goof Off' a tar and gum remover solvent sold here in the US will supposedly remove dried latex paint according to the label.

Did you ever figure out what type of white paint that was?
Anything you can do to peel the paint off will help before you resort to solvents or sanding is good.

milly , I just remembered . when I was restoring the vise I ended up at one point using oven cleaner. worked great. cheap . you could get a can and try it on some other old scooter plastics and see if it melts it or what .

milly; if you do the oven cleaner , be real careful. it's nasty toxic to breathe or get on you .

Found out the paint is a vinyl matt emulsion so will try with heat gun gently and see what gives.
