If the starter is not turning there are 2 fat wires and 2 small wires at the solonoid. One fat wire should have power at all times. One small wire should get ground when starter button is pressed. One small wire should get power when u pull the brake handle. When the two small wires get pwr and gnd the solenoid should close and the other fat wire pwr the starter. Check what ur missing on the two small wires if no ground on one of them check the starter button if no pwr on one check the brake switch and related wiring. If the little fuse by battery is blown it can give u this issue also

Handlebar switches get rusty and dusty with time and age. You have to check for power and ground as 7878 suggested. Get a meter or a lightbulb(12V) in a socket with wires attached. Touch one wire to the + battery terminal, the other to one wire (small) on the relay. Push the START button. The bulb should light. Take the same wires, connect/touch one to the - battery, the other to the starter small wire, pull the brake lever(try both) the brake lights should light, along with the bulb in the socket. Try the other brake lever. Same result. If not, fix that. tom

U need to put a test light between the two small terminals on the starter solenoid like grumpy said if it doesn't light than u need to test one wire should ground from starter button and one should power from brake switch it's easy enough to do and guessing just leads to parts that don't need to be replaced and hours of not finding the problem.
