What is the purpose of the hose on the bottom of my carb that ends with housing with a brass needle valve inside that bolts to the Variator housing? What does it do and how do you set it correctly? Here is a link to hat I am talking about. It has the spring-wire wrapping on it on the Carb in this link: strange hose, needle valve.

I can't see the link. From the description, probably the bowl drain and it needs to be closed to prevent fuel draining out.

It is used to make draining it easier, for storage. Otherwise, you need to remove the carb to access the drain screw on the bottom, or do some finger/screwdriver gymnastics to get it it (and have the fuel just drain out wherever )
There is nothing to set, assuming that the drain screw is open on the carb, Open the screw on the bottom of the end attached to the CVT to drain. You can remove the whole thing, if you don't want it.

Some have a valve built into the float bowl, mostly the type WITHOUT the metal attachment equipped with a screw. If you have a flat head brass-looking screw at the bottom of the float bowl, it likely has a plain rubber tube drain without any shield nor fitting attached to the CVT. If you lack that screw, you cannot remove the hose & fitting unless you add a plug to the outlet on the float bowl. tom
