Yeah if you'd be able to run it long enough there'd be more of a burning smell than typical. I've had that happen so figured i'd throw it out there. Less likely on a 4 stroke unless it's burning a bunch of oil.

After the valve adjust, it still seemed to run a bit "hinky"... R.P.M.s stay up and slowly idle down after a slight twist of the throttle. I then swapped out the CDI box. After what seemed like way to much having to fool with the idle speed screw, I seemed to get it dialed in and the idle speed seemed to hang in there are about 1700-1800 R.P.M.s., and does not die like it was doing before. So, I called it good and took it for a ride. It definitely can pull my weight from a dead stop, ran pretty good.
In conclusion, I cannot swear to the fact it was the valve adjustment (the intake was way to tight... a 0015 feeler would not go in), or the CDI box but I am going to call it "fixed" for now.
Just to note, I read the front information panel on the scooter and it stated that the idle mixture was not adjustable whereas the carb that was mounted (and on there now), does have an idle mixture screw, so that would seem to indicate that the carb was swapped out at some point before I got it.

The carbs are quite often sealed with a bung. You can remove it to allow adjustment. So someone might of done this already.
