I was cruising today and was coasting down a big hill. When I engaged my throttle my rear tire chirped and felt like it locked up for a second. Momentarily thought I was going over the bars. Anybody have any idea what this could have been? I can't make any sense of it.

Sounds like you had let off the throttle and coasted down enough to disengage the clutch. At that point you are freewheeling and will coast as fast as the hill allows. When you add throttle, you bring up engine rpm's enough to reengage the clutch At that point it is the same as pulling in the clutch on a manual trans going downhill, downshifting to 1st, and letting out the clutch. Nothing wrong (if that was the case), just the characteristics of the machine.

Last time I encountered this it was a soft seize.. could that be a possibility ?

You’d need to slow down to a few mph for it to disengage or lock up the rear wheel
