Will a 19mm carb fit stock intake?

It should. At least the same style of carb in 19mm. A lot of the 18-20mm carbs for these are the same size where they fit the intake and just may be bored larger ID.

intake connection : 28mm
air filter connection : 40mm
those are the standard for all 139qmb.
