Is this fairly doable for most folks decently mechanically inclined?

Absolutely doable, even with basic hand tools and knowledge, you tube is your friend.
Only advice is first time just check and recheck your work. Disassemble a junk engine first to actually see the parts and fully understand the parts. Once you actually see how few parts there are and how things fit you will be tearing these engines down and reassemble in a few hrs.
If you can assemble Legos you can build a engine from the cases up. They literally only go together one way, once you see it you will understand that there is only 1 way things can be put together, like impossible to assemble a engine backwards.
