roxxi in place of a water pump on one end of the crank,we have a fan that forces air over fins on the cylinder head . It provides some cooling most of it is provided by richer jetting than you guys can run on the water cooled scoots . My scoot if i just let it idle gets around 80-90 degrees . The water cooled scoots can run leaner jetting higher rpm and higher compression than the air cooled scoots that gives you a big performance advantage . how do you know if your water pump is not working? would the bike get hot quick even idling? You should be able to look in the top of the radiator and see the water circulating. You will also find the water pipes won't get hot, as it's not drawing water from the cylinder.

Yes you can over fill the tank. When the coolant gets hot, it expands. So you need space for this to go. If you pour the coolant in slowly it should be okay. Some heads do have a bleed point to let any trapped air out. You can also squeeze the water pipes to help.

The excess coolant will go into the expansion bottle. That's what it's designed for. If that fills up it will leak out the overflow. The Aerox doesn't really take a lot of fluid.
