I got the rest of the pictures up. It came with the CVT cover also (not shown in the pictures) I got it for $160.00 including shipping.
If i am thinking right, I should be able to throw a 70cc BB kit on it, and get rid of that goofey head, and jug.

unless its for one of there actual scooters its not a tomos
well i dont know about a kit and when we do figure out what it came from its not a forced air set up so unless they made it forced air you will be stuck with that type of head and bore

I am thinking i would need the following to convert to forced air cooling. A 50cc or a 70cc BB kit a plastic shroud for the cylinder, and the fan. a fan blade (the screw holes are already in the flywheel for the fan mounting)
or am i overlooking something big? LoL

the plastics bolt to the case on a scoot motor so you would have to find a way to secure them.

That's odd. Looks Like a minarelli/jog short case to me, but with a different cylinder and head.

I assumed it was a long case because mount to mount distance is 14". No big deal though, I can use many of the parts to get my project long case rebuilt. (at least it has a BANDO belt in it) LoL If anyone is interested, i know where to get a few more of these.

Regarding the fan shroud, it really looks like everything is the same to me on the case, so a shroud and fan for a minarelli would likely work, other than I doubt that it will clear those huge fins. Have you pulled the cylinder off to see the case? I'm curious if the transfers and everything are setup like a normal 49cc version. I've got gasket scans in the tech library that you can print of the base gaskets to compare if that interests you. What about the stroke? Just kinda wondering if it's all the same but with a cylinder and head meant for open air cooling instead. Is there an engine code on it?

Neat. Looks like it really is just a non forced air version of the typical 1E40QMB. Never knew there was such a thing. If it keeps itself cool enough, you should get just a little more from this version since it won't have the drag of the fan. No clue where you'd find the cylinder and head stuff or that stator/flywheel cover, otherwise you should be able to deal with the usual retailers for minarelli stuff.
