Hi, I am trying to get a scooter going. It will not turnover. I by passed the solenoid and the starter turns over but it will not start with button. I am holding the left break when trying to start it. I have power at the switch and the gas gauge moves. Any help or test procedures would be great. I am new to these cycles as you can tell.

Yes it is my scooter, good question though. We cannot test spark because it wont turn over by pressing the button on the handle bars. I wonder if there anything I could test with my meter??

okay. forgive me but i want to be methodical on this...i have learned over the past 20 yrs its really the best way. So with the key on and the left brake lever fully depressed and you hit the start button you get no turn over...but if you bypass the sol. it spins over....is this correct?

I'm wondering if it's does this with both hand brakes or just the one ? Possible safety failure ?

Correct, Key on Left or even levers pulled nothing happens. By-pass solenoid and the starter will spin.

Hummmmm thinking maybe the emergency kill switch, or perhaps a bad ground... does any lights dash, tail work with the switch ?

yeah im with larry on this..first thing to check now is the emergency kill switch on the right control assembly....this happened to me on my bike and i had the seat bucket out checking spark and all..and it was the kill switch the whole time...and ive been wrenching for 20 yrs so if it can happen to me it can happen to anyone...and i am not shamed to admit it was the damn kill switch the whole time...that time lol
if the kill switch is set to 'run'...its a bad brake switch OR bad solenoid or...very rarely...both. we can take a meter and test those based on how the kill switch position plays out.

In many cases the headlight runs off the AC generated by the stator when the bike is running.. so it would not work unless the engine is running... If the horn works then the frame is getting ground.. But that don't mean every thing is, Ive seen several grounds ran to the frame... The kill switch you will need a ohms meter to check and make sure its passing current when its suppose to...
I think what I would do is to back track the ground from the tail light, that will probably lead you to the problem, as the tail light should work even if the kill switch is in the kill position..

Good news!! found the hot wire to the tail light shorted out. Repaired it. I by-passed the safety start switch on the left handle and now I have it running. Looks like I will need to replace the safety brake switches on the handle bars. Thanks for all the help!!
