the seals aren't that biga deal to change once you get the right one from what i understand.
you need to ask yourself a diff question, not if Chinese scoots are good or reliable. As that varies on each moped, in fact there is a thread some where on here about a guy that got two scoots from same dealer n one is pretty much fine while the other has had several minor issues.
I think if you haven't done so you need to evaulate what you are wanting the scoot for, i.e. , daily commute, racing, or will it be your only transportation, what roads you normal travel & will that be acceptable(in my state you must be able to maintain the flow of traffic & will get a moving violation for holding up traffic) on a scoot that only will do 35 or less out of the box.
My self I bought a scoot as my only means of transportation, with the little amount of upgrades i have done or have the stuff to do + the cost of the tools which i did not have & the stuff i am in process of saving to get like a better exhaust & cvt upgrade kit, etc., if i add that with the cost of the scoot......I could have almost went and bought a Vespa or a honda or other big name, had it warrantied for a good while & be a lot less chances of imperfections in quality control which can cause a problem like you are concerned of. BUT I would not be learning how to fix damn near everything myself LOL & I like that part of it............Its good to know that with a lil research & parts you can fix damn near everything yourself & that saves a lil cash in long run>>>>> dealerships are high & a scoot mechanic/motorcycle mechanic with a actual shop is high on prices to because of overhead.
Now you probaly already knew all of that but reminders are good. It really goes back to what you need & what your willingness & financial abilities are too obtain parts & do repairs. Parts availablity for the gy6 motors are pretty great right now & there is dealers in the us, online & with a actual store you just have to find them.....I do beleave the familygokarts or watever that 90gtvert got his tao tao from is an actual store you can walk into but the sell online as well .....may be wrong on that.
my 2 cents happy hunting
