ill get some good gas tomorrow when he brings me a gallon. i check the petcock and it is working properly. and there is plenty of fuel in the carb. im wondering if there is a vaccum prob? i have a pic of the left side as you sit on it. there is a black canister has a vac line on the back but none coming down. the other side has the same but has lines coming off both ends. get rid of all that emissions stuff. Plug off any vacuum leaks/lines. The only vacuum line you need is the one to the petcock.

well looking at that it appears that that is hooked up corrcetly. but what i did notice is that this carb is missing that small set spring that goes under that little plastic thingy that sits on top of the needle jet. you supposed that is what the deal is? maybe the needle jet isnt opening correctly and where in the world would i get one or could i use a spring from say an ink pen.

Sounds like you mean the spring between the "cover assembly" and the "fuel pin assembly" in that diagram. You definitely need that.

it has the longer spring that goes between the diaphram and the needle, but according the the first site post that has the vaccum routeing? there also was pics of carbs, and there was a small sring they called a set spring it went between the neddle and that little plastic piece. BUT that next pic doesnt show it. ill take a pic tomorrow of what i have here and if thats correct then i dont know for the life of me what is going on with this scooter. o and what gain would i get if i disabled all the emmission lines except the vaccum on the petcock fox?

o and what gain would i get if i disabled all the emmission lines except the vaccum on the petcock fox? You can not only disable the vacuum lines but you can remove all the emissions equipment the vacuum lines run to and plug off those ports/hoses too and run a new crankcase vent line to the rear of the scooter. You gain: 1) less stuff to go wrong/more reliability 2) less clutter when you work on your scooter 3) less weight 4) less maint.

this is what i have on top of the carb. is this all correct? and the pics i seen of the first carb showed a small spring between the white plastic thing and the needle then the lg needle went on the outside of the white plastic and the black lid. but it said it was the elite 80. not the roketa 50. this is from a roketa MC-02-50B

Try playing with the size of the air inlet on the air box with some duct tape. Sometimes making the inlet smaller will increase power.
