Can someone with a learners permit operate a motor scooter in the State of Maryland?
Can someone with a provisional License operate a motor scooter in the state of Maryland?

Do I need a driver's license to operate a moped or motor scooter?
The operator of a moped or motor scooter must have a valid moped operator's permit or a valid driver's license of any class.
