ive been testing the green and white and yellow wires that plug into the voltage regulator but the readings are small and ownly show when the stator is pluged in so i think im good there idk for sure might make a video to show what im testing to you guys

Some continuity should be normal with the stator plugged into the harness. The service manuals give specs on that, which you're numbers are pretty close to. You get no continuity between the lighting and charging (white, yellow) wires and ground without the stator plugged in, so it sounds like you don't have a short in the harness itself.
Initially the prob was melting connections and blown fuses I believe, so if not already done be sure to do the same thing with the batt power wires. Since it's apart a bit I'm assuming you can see the connections to the ignition switch. That should be an easy spot to find both. Check the batt + wire to the ignition switch for continuity to ground. If you get nothing there then turn the key to the run position. That will connect the switched side of the wiring as well. See if you get any reading then. If you get nothing there you've basically eliminated a ground short in the harness and whatever is connected at the time as a cause for the problems you've had.

to boost sanity i hooked every thing up and ran it. it ran fine but il tell you now that betwen the white wire and yellow wire on the voltage regulater i got a weird reading as in to would keep going way up and down

Sorry to say but you need to set new goals. Buy a 150 or give up the idea of going that fast on any 49cc. Keep doing research about scooters. Know your limits, read motorcycle safety articles and a DMV riders safety manual and take a motorcycle permit test. You don't seem to familiar with what's going on in the 2 wheel world so I suggest you just focus on being safe instead of going fast first. You can put a bbk in it cheap along with a proper belt and cvt tuning. That should be about all you need to do. However first and foremost along with safety is make sure your fluids are all changed from what the factory put in it. Overall just get yourself familiar with everything as much as possible. Forget the turbo or n20. It will never happen unless you can have someone build you a proper piston, jug, and a engine builder to figure it all out for you. Like everything, if you add forced induction you will be on a never ending journey of tuning for the rest of the scooters life.

tyler i refuse to just pay for the speed i want ready to go from the factory i earn my speed by hard work tuneing and time. i know my limits and ive payed for my mistakes i got the scars to prove it and i may not know everything bout scoots but i know my scoot to the point i can feel when its not running right you sir make me sick

i know i know i just cant stand a up tight asshole like that telling me to give up on the scoot my grand dad got me you sir have earned your speed. if all you did was drop in a bbk kit i predict with upgradeing the cvt and some tuneing you could get at minimum 45 mph

To me it looked like Tyler was offering some constructive criticism. The turbo and nitrous comments from earlier in the thread are ambitious. Boost and serious nitrous kits are not things you install on a whim without great consideration unless you don't care about the engine. Power adders exaggerate every little issue. Plus installing a turbo involves designing and fabricating the components yourself and once it's all done any major amount of boost will probably destroy the average 139QMB. By all means pursue whatever path you wish with your scooter, but expect headaches and expense with that stuff. That's kinda how I took the message from TT, but I can't speak for anyone. Just please keep it friendly fellas.

90gtvert the things like the nitro im putting on just to say i have it the turbo i want for the same reason and for the whine it makes if get 2 or more pounds of presure as well even better but becuse im a huge mad max fan i want to be abel to turn it off and on
another thing i want to have is a train horn in tandem to the stock il let you fugure out why
