Thank you katastroff. I guess that answers the question regarding the hose. According to the video it should be like that.
That means that I'm back at square one.
I really don't know why the scooter won't turn on/won't idle when is on.

Well your not at square one, you say you have spark. You replaced carb and fuel lines so it should have fuel, and assuming the starter works and its trying to start, I would check the compression.

Is it just cutting out when it idles? If so try changing the idle mixture screw.
If it is just cutting out randomly could be a faulty CDI maybe?

It cuts off when idle. The old carb has the mixture screw sealed. New vid with new carb. Turned the screw 360 clockwise. At some point it just turned off when the idle was too "low". Which still had the wheel spinning to fast.

Have you found where the electric plug goes? I'm almost positive the wire/plug is a spare on his scoot. I have a 2014 Taotao with the same plug that is not used. I posted a picture in this thread. Billy

have you tried playing with the idle mixture screw on the new carb? I did, twice. Not much difference. Half full circle clockwise each time. What does turning it to each side means? I will continue tomorrow. Long day today. Thank you all for all your help.

Turning it to the right will richen and to the left will lean. If it's too lean/rich it will not idle. Could also be the idle jet is too small/big.

What do you mean by low compression? intake compression power exhaust the compression stroke is one of the 4 strokes of a 4 stroke engine. 150psi to start at all and run 180 to start easy and run good 220 to start easy and run great When diagnosing ANY hard to start/no start 4 stroke scooter engine, a compression test is always first. Why? because if compression is low, nothing else matters. Compression testing is the most overlooked step in novice automotive diagnostics. The hose in the first pic is PAIR fresh air intake. it goes nowhere. The electrical plug is on all new taotaos, that wiring harness is used on a different model as well and it has some feature that yours does not, by the wire colors it looks like kick stand kill switch.

My GMW/Wolf M1 has that damn kickstand kill switch. It caused me 30 minutes of GRIEF when I got the scooter home and couldn't figure out why it wouldn't start! And yeah, the PAIR system is useless to some degree. Wow, the compression on a 4t can go that high? My 2t has 160psi and I thought that was high.

The first hose is supposed to be unhooked, the plug doesn't go to anything on the scooter goes to one of these But most of the Tao Tao scooters didn't come with it. Have you made sure that all the fuel lines are primed with fuel? On some of these they use the engines vacuum to draw fuel and it doesn't happen right away so make sure the carbs bulb is full and there's no blocks in the lines. Also make sure your battery is fully charged I've had problems on scooters where the starter would draw so much juice on a low battery that it would either not start or barely start then die because the battery couldn't provide spark and turn the starter.
