Fromwhat I have read it seems like it is much better to change a belt before it breaks and causes problems, what is the rule of thumb for belt changing, my tao tao is stock with about 400km on it.

Kidding. I rod about 2000km with a stock belt, on a stock set up and belt still looks like new.

I just broke a stock belt at 3,700km. My other scoot I have over 7,000km on a Gates belt.
Even though, I would recommend changing out to a Bando or Gates belt ASAP.

I have never used any specific mileage as a guideline to belt changes. The belt should be checked at least every 2,500 miles or yearly. I'd really like to see it checked more regularly than that. It doesn't take that long to pop the CVT cover off at every or every other oil change. It should be replaced if the belt wears below the service limit for width or if it appears to be frayed or otherwise in poor condition. The service limit is ~16mm, but if you want to keep it tip-top you'll replace it before then and may notice your RPM increasing at speed before then.
Do not buy cheap no-name Chinese belts. It's a mistake I have made personally and I did not save any money replacing belts that broke at times in under 10 miles. I usually stick with Bando belts when available.
