This part in the picture is some kind of cylinder tube like thing that is over the bolt for the motor mount, but it's bigger than the bolt so it's loose and rattles around like crazy on there, especially at certain RPM's.. Can I just remove this tube, or is there supposed to me some kind of rubber insulator that goes in between the bolt and the tube? If there is, what is it called? I'd like to order one or remove this thing so I don't have to hear it buzzing and rattling...

Put a washer on one end or one on each end if there's room. That should pinch it enough when you tighten the motor mount axle so it doesn't rattle.

Did you buy this scooter new? The motor mount aint suppose to be that way. That tube should be part of the bracket, and not be like that.
If the bracket is between those two mounting holes, its suppose to be in 1 piece with bushing preventing vibration.

I've just removed it for now to prevent it from vibrating. I don't plan on doing any riding in the rain or on dirt roads or anything like that..

Its called a swing arm. You could buy a new one but... if you're cheap take the swing arm off, have the tube welded in place. Slap it all back on your scoot. If you're cheaper you can use the washer trick that Fox suggested. And if you're even cheaper then that, stuff coton in your ears.

I'll probably look at getting a new swing arm later, but for now, I'm not going to worry about it if it's not causing any excess vibration or safety concerns..

Dont remove it. It will cause you engine to go from side to side. The tubing is there to prevent that.

Actually, by the way it's mounted, there is no way that the engine could go side to side.
