Wheni give my moped low throttle it starra to shudder or jerk. bounce around maybe? Is it the clutch or vaeiator? Or could it be the valves? I just checked the valves and the exhaust was to tight. Could rhat be the culprit?

Its most likely your clutch trying to engage. The RPM are to low for it to grab but high enough to for the pad to expend and touch the bell.

If you can be going 25MPH and easy on the throttle and it shudders, then maybe you have an engine or carb related issue. If it's only happening as you take off or ride very slowly, it's probably the clutch as said above.
