Hi all,
So about a week ago I was riding my Bintelli Sprint, 2013 model, around enjoying the warm weather. Then all of a sudden it started accelerating at maybe 60% of its previous rate and lost about 5 to 10 mph in speed, and it makes a sputtering noise when I throttle all the way. I'm a new scooter owner but I'm not afraid to get my hands dirty, any advice would be well appreciated.

Since it's all of a sudden, my first thought would be bad gas. It happens. People sometimes jump to conclusions and spend a fortune changing parts...only to realize it was bad gas. (sometimes) Next, try adjusting the valves and check the air cleaner for obstruction.
This is where I'd begin anyway.
While you're at it a few other things I'd also check....
Tire pressure (Very important) Spark plug (change it if it's old, eroded or crusty) Check for fuel flow. There is a vacuum operated fuel control valve. If it stops working, no fuel

I'll give the things you suggested a try this afternoon. I also want to point out that the engine now makes a lower, slightly louder sound when I ride.

Dirty/wet or loose air filter? Maybe do a pdi to see if somethings loose etc.

I tried taking the air filter off to see if that was the issue and it did not seem to have any effect.

I also seemed to hear something metal fall inside the scooter right when it stopped working.

Spark plug looks fine to me, not wet and black and not white, just kinda dark. I'm going to replace it anyways

Pre-mix or injection? maybe it's thrown a clip?

Oh right my bad. saw "Bintelli" and it rhymes with "Minarelli" and I put 2 and 2 together and came up with 5. LOL

Ok, power is definitely down.
Sputtering tends to be a fuel related issue....usually but not always
Often this is an issue where the airbox comes off the carb or cracks or otherwise opens to air
If there is a new gap, it might help to seal the gap. TOO MUCH air can cause your symptoms.
Hmmm....can you describe this more?
Ok, the plugs not giving up much helpful info....maybe running rich slightly?
Check the two nuts that hold the intake manifold down in front of the carburetor. Make sure they are snug down. Don't overtighten. They are small studs and can break.
If none of the above helps, run a fuel line directly from the tank to the carb fuel inlet, bypassing the vacuum fuel controller. If you try this, get a 1/4 inch straight fuel line connector and a clamp to clamp off the line from the fuel tank first. Otherwise it can get messy. I always disconnect at the fuel filter and place a new gas line from the fuel filter to the carb inlet.
I have a suspicion this is actually your issue. But one hole in my theory is that normally this affects Wide Open Throttle mostly and if you ride at lower speeds, it won't happen. But it depends on how bad the fuel controller is and how little vacuum there is
