Oh! More details! When I go downhill the scooter will pick up speed to maybe 35 mph and then it will make a burping or sputtering sound and I feel it slowing down a lot.
I also want to add that the scooter was almost out of gas when I started having issues and when I filled it up with fresh gas the issues continued.

Ok.. so assuming you've tried everything already suggested.....(and the valves are properly adjusted)
You will need to check the basic health of the engine.
This requires a COMPRESSION test. Very easy to do. Harbor Freight has an inexpensive kit for $20 that includes a 10mm adapter for your size spark plug.
I recommend you test the compression.

I was just looking into that actually. I think I'm going to purchase a compression kit, it seems pretty easy to check.
Also, how does one check to see if the valves are adjusted?
