I just replaced the carb on my 49cc scooter i need to adjust it and where I normally adjust carburetor there Is a bronze cap over this one that will not come off. The scooter turns over but Idles extremely high and then dies When I give it throttle.

If it runs then dies with throttle, that capped off screw probably won't help but to remove that cap all you gotta do it loosen the clamps front and rear of the carb, rotate the carb to the right and the cap will face up. Then get a small drill bit and drill it out. The trick is to apply light pressure so when the drill bit breaks free on the inside you don't F-up the screw underneath. 49ccscoot.proboards.com/thread/5148/unsealing-carbs-mixture-tamper-screwsThe dies with throttle thing tells me you either have old bad gas in there or the new carb has a debris inside which is not unheard of.

If it's idling high, first lower down the idle adjustment screw. That's where the throttle cable connects. You should be able to turn it counter-clockwise to lower it.
If you have a tach, try to get it to idle around 1k rpm, then remove the cap to the idle/fuel screw like Scooterpimp mentioned.
You may want to make sure you're getting fuel to the carb like Scooterpimp mentioned also. If the vacuum petcock is bad, it could not provide fuel, or flood fuel into your intake through the vacuum line from it.
Why did you replace the carb? Does it die as it's increasing in RPM when you give it throttle, or when you let go?
