Everything electrical works on my scooter except my front right turn signal (the bulb is good). Just trying to see if maybe one of these are why. I can't see where they would plug in to because there's nothing for them to plug to. I wouldn't be so lucky as to find out that either of these are why my scooter is running so crappy that I have to walk it up hills?? Probably not :-(

First one is possibly a plate light, the second is for a kickstand safety switch which isn't installed on most TaoTaos

Plate light is built into tail/brake light. Should have clear spot on lense bottom., check connectors in bulb holder socket.

Many scooters have the same two open plugs. Nothing to worry about and for sure not causing the engine to run funny.

If only one signal didn't work I'd check for both power and ground at the connector when the signal is turned on for that side. Should see a steady ground and flashing/intermittent power. If you don't get those you need to trace the wiring and find out why. I doubt the cause will be the connectors shown. As Fox said, random unconnected plugs aren't uncommon on Chinese scoots.

in your top pic: thats a brake light wire, there is a LED strip brake light on some scooters that have that 'spoiler' looking cover over the pillion handle: in your bottom pic: kick stand kill switch, that yours doenst have (this makes for a great valet switch)
