So I bought this 2010 taotao about 2 weeks ago. It ran fine when I test drove it. I got it home and rode it around for a few hours with no problems. I went and filled it up with gas and about 15 minutes later it started cutting out at about half throttle. I cleaned the carb out and put it back together and it ran OK for a day. Then the other day it started to progressively get worse. It would stutter and run sluggish and then run fine. But now it is to the point where it will barely go over 10mph. And going up hills is out of the question unless I get off and walk it up.
Here is a list of the things I have done to try to fix it..
I cleaned the carb I adjusted the valves to .004 with a feeler gauge (didn't change how it ran at all) Drained the gas and replaced with new 93 premium gas and ran seafoam in it The float in the carb is good The jets aren't clogged I haven't replaced the spark plug yet because the guy I bought it from replaced the plug and the wire not too long ago Tomorrow I'm gonna put a compression meter on it but I really don't think (or hope) that's the problem
So I guess my question is what does it sound like to you guys?

you have the vacuum petcock still there? does it sound like its being starved of fuel? how's the plug? you sure the carb isn't clogged?

Dump and clean the tank. Get new fuel filter. Clean carb again. Possibly change fuel lines as well.
You'll rule out any contaminants in the fuel this way, which it sorta sounds like.

I dumped the tank and put new fuel in it. The petcock is working. And I should replace all the black hoses that move the fuel?

I was covering all bases with the hoses suggestion.With the new hoses you are absolutely assured that it's not contaminants (assuming tank is really clean) Spark plug caps and wires can also cause problems that might make a person think they have a fuel problem. So that's something to look at carefully as well.

Yeah could be electrical.
Bad CDI The reluctor on the flywheel is hitting the pickup coil Cracked spark plug
I would also check that the cylinder head nuts and the intake elbow nuts are tight.
Have you modified the air filter at all?

I've seen bad cdi's cause weird problems. their cheap and Its handy to have one around anyway.

Fox how do I check those problems that u are talking about.. The only thing I did to the airbox was take out the little pipe with the three holes as pictured below

Have you tried putting that pipe back into the air filter? Some scooter's jetting setup won't allow for any modding of the air box at all.
The only way to check a CDI is to replace it with a known good CDI and see if there is any change.
Spark plug should be an NGK C7HSA. You may have a cheap Chinese Torch or some other crappy plug in there. Just replace it and see if you get any improvement. Be careful you don't strip the threads. You don't have to tighten the spark plug super tight. Regular tight is good.
The flywheel is the big gold thing with the T mark on it you rotated when you did the valves. It has a small magnet (reluctor) on the outside of it that passes by the pickup coil that triggers the spark on the plug. There should be a credit card's gap between the reluctor and the pickup coil. If the gap is too big or too small then that causes a spark issue. If the reluctor actually hits the pole on the pickup coil then of course that's a bad thing.
The way you describe the issue is that it was running fine and then slowly over time it got worse and worse so it sure seems like it could be carburetor but I wouldn't rule out electrical and /or vacuum leak. It could even be a burnt valve. (Compression)
You may have a cracked/loose intake or a cracked vacuum line somewhere.

About the plug, ALWAYS start to screw it in by hand. Screwing it back in with a ratchet and you wont feel if its cross-threading.
These are aluminum heads and the spark plug hole threads and a bit on the delicate side.

Is this supposed to have some kind of cover over the end of it? Kind of. I once had a flex hose attached to it going under the scooter with a vacuum cleanner flat nozzle ramming air into my CVT. I had some stove fan filter grill to keep crap from getting in. Sorry for the upside down picture.

Put the pipe back into the air filter and still running the same. Gets to about 15mph and won't go any faster. It starts right up and idles perfectly

I noticed that this little bar that moves when I turn the throttle stops moving at about mid throttle. Could that be the problem

Would that be the little bar that pushes on accelerator punp plunger? If so its normal , usually hits off idle to 1/4 throttle. Area.
