My taotao 50 was spitting like that for the longest. Then I found a leaky vacuum line which was causing my petcock to malfunction. I replaced it and all is well now.

Seriously.. check the vacuum hose going from the petcock to the intake. Try removing the vacuum line from the intake and cap the barb to see if you can now give it throttle.
If you have a manual petcock already installed, then try putting the diaphragm needle clip to the leanest spot. Also, how many turns out is your idle/air screw?
You also may want to double check your float height and make sure it's set right.

You could have other issues. That indicates very rich. I'd start checking your CDI, Ignition, and spark plug to make sure you're getting a good spark. Things I'd check... Airbox - Try taking off the airbox cover and running it to see if you can at least get it to use throttle. Carb - Is it bad? Did you try another one to make sure? Enricher - Could it be bad and not working? stuck open allowing more fuel to go through? CDI - Mine went bad and made my scooter run like pure crap. Ignition coil and wire - Obvious.. Spark Plug - Fouled plug? gap too wide or short?

I took the snorkel thing with the 4 holes at the end and just taped the thing with the 4 holes back on to the air cover box and put it back together with the air cleaner.and the boggings back.what do I do run it without a air cleaner?

Does it seem to run fine? Did you take it for a quick spin to see what it would do?
You mentioned that the carb was new. New does not always mean it's going to work fine. There's a reason why most places have a return policy and warranty of some kind. Quality control on Chinese parts isn't always the best.
If it runs fine with the air cover and filter off, then it's more than likely not your CDI, Ignition, or spark plug. All fingers still point to the carb..
