I would assume they're claiming 7.9-8.2 in the 1/8 mile.

If 7.8 is 1/8 mile then that's almost 95mph

If 7.8 is 1/8 mile then that's almost 95mph xE.T. ≠ xMPHFrom what I've seen with scooter racing timeslips, generally there's a strong start (60ft) and then they don't do as well as speed/distance increase. From what I recall, the high 7s and low 8s 1/8 mile runs on scoots posted here have mostly been in the high 70s or very low 80MPH range. You could use a calculator to guesstimate something like 12.50s @ ~100MPH in the 1/4 based on 8sec @ 80MPH, but just because a scoot will do 80MPH that doesn't mean it can do 100MPH or that it's going to pull that extra 20MPH quickly. It could be totally topped out in the 1/8 and never gain more speed. On the flip side, you could have a lousy launch and poor short times, but still come out with good MPH if it pulls hard once it gets going. I don't think that's a common scooter scenario though.
