So my scooter got rained on all night and I went to start it this morning and the electric start wouldn't work. Like it wouldn't even turn over or nothing... Nothing at all but it started right up on first kick. Then my turn signals don't blink. They just stay on when I turn them on. It seems like they work sometimes ... Idk its just a big mess

Sounds like maybe the fuse blew.

Your starter button was wet. I have had the same problem with my scoots. Next time it happens a little wd-40 in the starter button will get you going again. Also you really need a fuse between your battery and the smaller red wire if anything shorts you will have a fire...

There's an old joke: Patient: "Doctor! Doctor! It hurts when I do this." Doctor: "Don't do that!"
Stop leaving it out in the rain or if you do put a trash bag over the handlebars or tarp the whole scooter.
