You will need to change final drive gears to get a significant amount of top end. 45 is possible with that setup. I don't see 50 though. Maybe down hill.... Here's a video to help a little dialing it in. www.youtube.com/watch?v=K5j8gHg5kMc

Sputtering means its running lean, right? I tried adjusting the a/f mixture from two turns out all the way to about four turns out, none of it seemed to make a difference. Not necessarily lean - all engines can act differently that way. You should pull and inspect the spark plug to determine where the mixture is currently at, and adjust up/down from there. Others here with a similar build hopefully will chime in with what they've found worked for them, to at least help get you close. The mixture screw is for adjustment of the idle mixture only, and will have little to no significant effect past about 1/4 throttle (regardless of what you may read elsewhere on the 'net). Set it for best, consistent idle and leave it be until the upper-end jetting range is dialed in, and then fine-tweak it as appropriate. That's what I'd do, anyways. Congrats on gettin' it up and rolling! Bob
