Are there states more scooter and moped friendly than North Carolina and Michigan? So far those 2 are on my consideration list but I'm sure I'll have more options.

Chine and India I would say your best bet is to google "scooter laws by state" Then just brows through all the state laws. Michigan isn't a bad place regulation wise, however its not the best state for a scooter in my opinion. Especially if the scooter is going to be main or only means of transportation. For one its rather hilly in michigan, which scooters don't seem to be very thrilled about. And the weather is also all over the place. It seems like its crappy out more than it is nice out. Its either cold, snowing or raining. If your willing to relocate to ride your scooter I would be looking for places with steady climates. Like out west or down south.

That's if you get registration just don't get a tag no problem, unless you want insurance

Florida - Under 50cc -> Drivers License OR Motorcycle Endorsement (ie you do not have to get an automobile license to ride a 2 wheeled vehicle) -> Registration/Tag are required, Helmet for under 18/No Helmet required for over 18 (I wear a helmet cause I don't want to become an organ donor). Now as much as it's great to not have to get the auto license - it's a whole lot cheaper - the Motorcycle only is $250 (as they require a safety course + the written + the riding skills test).
Edit: Forgot to add insurance is not required (though the law is sketchy on this -> to not have insurance PIP/liability you are supposed to have med/life insurance of at least $10K)

In Kentucky, we only need a moped license if you are under 18 or, an auto or motorcycle license if over 18. This is for 50cc and under. No registration or insurance required. I have kept my MC license for about 35 years so, I am good to go. That is how the law reads. I have spoken to several Police Officers that seem to have differing opinions on the law. One told me I needed valid insurance but no registration. No insurance company is going to insure an unregistered vehicle and other cops told me this guy was wrong. I have never been stopped...yet. (crossing fingers)

Thanks again everyone for all of the information you've given me. It's help a lot in my research in deciding where I will go. I've noticed some states are very strict and regulated to a point where cops pull over and ticket bicycle riders over the smallest things. That's discrimination if you ask me. People are just trying to get around and these bored cops are just looking for a reason.
I'm hoping I can move to a place where the weather is a lot cooler than Louisiana. Honestly here it feels like summer 7 months out of the year. I prefer cool weather year around. Virginia is looking like a good choice now. I was considering Michigan or Indiana but I think both of those states made regulations recently where you have to do almost everything to be "street legal" now besides having a driver's license. That is not right for people who live on a tight budget and just need a way to get groceries now and then. I feel scooters are getting more regulated out of rising fear of people having suspended licenses getting back on the road. It's wrong to place every scooter driver under this suspicion and treat us like we are some kind of problem citizen because we won't drive cars. The police need a training course on diversity and the constitution so this doesn't keep escalating.
By the way, does anyone know the most under regulated state for scooters?

Honestly I think Virginia would be your best bet... As long as the scooter has a title and your lisence isn't suspended for dui related charged u can register it for 32$ and they give u a plate to put on it and u can drive on every road but the interstate

The only reason the license part bothers me is you have to drive a car in the skills test and I don't drive cars. You shouldn't have to take a skills test with a car to get a license to ride a scooter. I know that may sound like a silly thing for some people to move over but it's not for me. If I could get the license without the skills test I may stay here but there is another reason I want to move too: ITS TOO HOT DOWN HERE! I've lived in Louisiana for 29 years and honestly I don't know how I've put up with it this long. I think I read a few years ago online that if you're a certain age they can wave certain requirements to get a driver's license but I'll have to look that up again.

Can you ride your scooter in a state other then where you have it registered? Scooter laws very widely state to state. So for example say you live in a state that doesn't require registration or insurance and you want to ride your scooter in a neighboring state that has stricter laws. Can you legally ride there or do you have to meet their laws.
I am asking because I live in Maryland and I'm planning on taking my scooter with me on vacation to Nags Head in North Carolina. Both states require registration, but can I ride my Maryland registered scooter in North Carolina?

I don't see why they'd bother you since you have to have a license and registration in MD as well as insurance, assuming you obey their laws like where to ride and how fast. I used to ride into DE before MD required a registration sticker, so I had no form of ID whatsoever on the scoot, while they required stickers or tags. Never got pulled over. Actually, I have only been pulled over since being registered because MD issues ORV (off road vehicle) stickers to scooters and a DE cop didn't think I was road legal so he had to call in and find out. Once he knew it was legal on the road, he sent me on my way. I would think most officers would see that you meet your state's requirements and not be hard on you if you were pulled over, but I guess you never know. It may be different if someone's state requires no insurance and you ride where it is required though. Now that I have insurance and reg stickers, I wouldn't worry too much about riding wherever, as long as I know how to ride there, because I think of it like a car or truck or motorcycle at this point. I'd wouldn't worry about driving my insured and MD registered truck into another state.
You can always contact North Carolina police and/or motor vehicle division and find out for sure. I emailed DE before I ever rode there and carried a printout of an email response saying it was alright under my seat just to be sure.
