Just pulled my plug. I think that's why it's bogging and coughing at full throttle???

That's one wealthy engine you got!!!! Lol I replaced the plug and fuel filter and its still doing the same thing... Replaced vacuum hoses. Cleaned the carb. Diaphragm works good. Float bowl is good. Jets are clear. Im puzzled now. Think I'm just gonna get a new carb and see if that does the trick

I would rather downjet with a $3 jet than pay a lot for a new carb.

Make sure the petcock is not bad by taking the vacuum hose loose from the intake. If there is gas coming out,then the valve is defective which would cause your engine to run extremely rich.

Well I need to downjet because apparently the keihin carb comes with a #91 main jet. What should a stock 50cc main jet be? But I figured out the bogging issue. Oddly enough if I ride with the gas cap loose it runs fine. But if I close and lock it with the key it bogs down.

Fuel tank venting issue. If air can't enter the tank to replace the fuel bvolume as it flows out then a vacuum builds up in the tank that stops/slows the fuel flow to the carb after running for a little while.
Does your gas tank have a vent tube coming off the top running to a black plastic canister? That vent tube can be disconnected from the canister and left open to the atnosphere to allow the tank to vent properly and that should solve the issue. There is usually a small one way check valve in between the tank and the canister on the tube. It may be the source of your issue if it's hooked up backward.
Another solution would be to simply drill a small hole all the way through the gas cap. Small hole. like 1/16 in. is sufficient to allow air enough into the tank so the fuel flows freely.

That's OK. The fellow that buys it will join this forum and ask: "Hey, I just bought this scooter and I pulled the plug on it and I think it is running rich. Can you help me? Plus, I think my gas cap vent is clogged."
If it were me, I would just replace the gas cap before I sold it. As far as the running rich part, if I didn't want to down jet, I would certainly tell the buyer and knock off a few bucks to cover the cost of the jet and the time to put it in. Hopefully, the buyer will have some mechanical skills, if not...he should probably not buy a Chinese scooter.

I just took it on a 15 mile trip. It ran like crap the whole time. Would reach top speed unless going down a hill. Bogged and coughed going up hills. Gas cap vented or not vented. It doesn't matter. I'm so aggravated right now

With a spark plug looking like that it is no wonder. I don't know what you did on your scooter so far but as the guys already mentioned, down jet! With what main jet a stock 50cc comes depends on the scooter. Some have a very small jet like 65 or 68 others come with a 70 or 75 that depends on the makers stock setup. In your case it's simple a plug that is burned black like that means rich so go down jet by jet until you get the nice swiss milk chocolate brown.
