So this guy has a TaoTao with 20 miles on the odometer. It needs all the vacuum lines and gas lines hooked up. A new cdi a new battery, a new belt. And prolly valves adjusted. He wants 50$. Should I get it? There's obviously no way to hear it run before I buy it

Even if it needs a new top end, it's probably worth it as an investment. Buy it, fix it and sell it. I would.
Bring a compression tester with you if you can't afford to buy a top end.

Why the heck not? It can be made to run, and run well. If fixing exceeds value for doing so....there is more than $50 worth of good parts there for sure. Part it out, it might take some time but, just selling the wheels and tires will get you way more than you invested I would think.
I'll bet you can fix it and flip it cheap though.

Hell yeah.With only 2 miles he may just have the MSO check with the DMV in your state how that works.

Who cares about the title? Even if you can't flip it or register it it's still worth $50 just for the belt/pulleys. The rest is gravy. Spare engine, tires, relay, starter, etc... Strip it down to the bare frame, keep all the parts and the screws and bolts throw the frame to the scrappers. Hell, if you were to buy just the nuts, bolts and screws it would cost you. Those things are invaluable to have laying around in the garage. Unless you don't have a garage.

Title? We don't need no stinkin' title. I never got one with mine but, 50cc's are not registered in my state so it makes no difference. It is NOT stolen as I got it from my friend but, it is an older model and a lot of scoots did not come with titles back then I have read. At least around here in KY.
