1) Yes if it's 12 volts and fully charged. Don't expect your scooter to be able to charge that monster if it's drained.
2) Flasher relay. It's what makes the blinkers blink.

yes the battery is fully charged...its never been used... i just didnt know cause its alot bigger than a stock battery

When I worked at that scooter shop down in South Los Angeles a guy brought a scooter in that had small car battery inside the seat tub. That's some ghetto flavor right there!
Years ago a guy brought a scooter to my house for repair that had two batteries. One normal size one and a small tractor battery bigger than that one you have there in the luggage box.

I run a lawn mower tractor battery. Just be carefull if your scooter wont start, you might fry the starter with that little monster.
