I would very much keep that since kickstarting your scooter aint really an option.
Its for the electric starter.

Its the bendix gear for the starter. It should engage with a larger gear that is on the variator.
If you don't have a kick starter that is a pretty important item.

Don't start the engine unless you have the cover on to hold the bendix in place to avoid damaging the bendix or the engine case.
Edit: If you want to run the engine without the belt cover you can remove the bendix and do the drill and socket start trick. You can wiggle it out of there without removing the drive face.
