my scooter runs fine but sometimes when i slow down turn take a turn or something when i go to give it throttle again it sometimes will bog down...also sometimes it does it when i first hit the throttle from a dead stop... i have to quickly twist the throttle a few times before it will go. im guessing its a jetting issue?

Could be accelerator pump related. Mine will sputter from too much fuel when I apply the throttle at times. If it's not working, then the tune may be too lean when you apply the throttle quickly.

How do I test that. I mean I drive it everyday with no problems other than that. Its not really a problem, just wondering what it was. I've never messed with an accelerate pump

They are adjustable. At least on the carbs on 4T's. My old, stock carb. was doing what you describe then after watching a youtube vid. I was able to adjust that thin spring steel band that operates the pump. You can bend it to make sure that it operates as the throttle moves. Mine was bent such that I could open the throttle a bit, then the steel band would make contact with the pump piston. I bent it so this happened right away and all was fine.
On my new carb. this was set correctly so I have never needed to mess with it.

or it could just be set a little lean, one of my bikes did that, i turned the screw out one half turn , that was it,, my other bike is just opposite, it is to rich, but cant adjust it till i deal with the tamper proof screw;;

It's easy to see if the pump is working or not. Apply the throttle or just push on the plunger and look into the carb.
