Are you looking used or new? For new scooters the Genuine Buddy 50 is hard to beat. 50cc Minarelli type 2 stroke with a 2 year warantee and a proper dealer network.
For used my interest is to find anything with a Minarelli type engine or the Piaggio HyPer2 engine. But I would like to build a fast bike after I get my Vespa going.
If you really just want to tinker and enjoy getting your hands dirty I'd say large frame Vespa. The small frames are sweet but the large frames seem to be a little easier to work on and have more parts availability in the US. There are even a few brand new Stella 2 strokes sitting around, its basically a Vespa 150.

I checked oot a used Typhoon, but it seems to be in worse shape than on the pic...
I'm now kinda leaning on towards a Vespa GTS 250... I know, not great for tinkering/modifying, but...

Mabey a chinese 49cc. I own 2 of them and if you like to tinker I guarantee you will be tinkering all the time

Aprilia SR50 (piaggio engine, not injection)
Cleveland has a nice, almost new Typhoon 50 for sale
Otherwise, honestly, get a beat up DIO or ELITE from Honda and go nuts
not the BEST scooters by far, but the most accessible in parts and so on here in the US, and it gets you a nice segway into the mechanic. Also they are rather cheap.
And then later you can fiddle on other stuff.

Thanks for the input, peeps. after much thinking, I've decided that I'm gonna use me ET2 for this project. Makes me happy SO, what was the first thing I could do to make it faster?? That VARIABLE thing that you guys do is just servicing, right? I don't need to buy/order anything?? I have a huge ratchet bar with additional cheater bar. I may get into like 500 lbs/sq.inch...

Yes, there is a plastic spacer between the two halves of the Variator and it needs to be removed. You probably have a brass plate in the throat of the carburetor that needs to come out as well, but before doing that you need to get a main jet that is one size bigger.

CVT are pretty much all the same so watching this video will help explain how to take it apart and do whatever you want.

wow, that pipe looks so pretty...
how do I get aftermarket pipes that adds performance, but not the noise? Do they make little quieter ones?? I like ninja silent mode on me Vespas...
