Could the needle in my carb if its been messed on with by previous owner make my bike really slow? Its idles fine but when i pull the throttle back theres nothing there and the bike barely revs and doesnt pick up speed. It seems to get to 10mph and thats its limit. Its a Pulse Scout 49 2014 little chinese bike. I only use it to get to work and back

It's possible. I'd try cleaning the carb first and making sure the main jet isn't clogged. Write down what jets are in there and see if the needle is in good condition and note it's position while you're at it.

Carb is all clean. Nothing blocked. But ive noticed the pin is slightly bent. Is that a problem? Also it has a little washer ontop with little slots. Ive heard if you move it up or down it adjusts the carb. Is this true?

Yes moving the clip on the needle will adjust how rich your mixture is. the lower it is on the needle the richer. This is more of a fine tuning though. First its best to find which jet you need then play with the needle. As for a bent needle I would say definitely replace it or just go with a new carb.

Is there any carb you would recomend? Like a 'racing' carb? Or just a standard one?

Pretty much all the cvk carbs are similar. I have had good luck with kehin. Whichever you chose be sure that it is what's called unsealed. This means that you can adjust everything freely. Also if you think you will get into more performance items on your scoot I would recommend a 20mm carb. If not a 18mm will do just fine.

Hint: Most carbs that are advertised as 20mm are usually 19mm. So shoot for a 19mm. It would have no issues with anything up to a 100cc (83cc) bbk. Keihin cvk is an amazing Carb. Even the clones will do as long as they are unsealed. You can always smooth out the imperfections with a dremel.
