When changing my rollers i noticed my drive belt was really tight and hard to move. Is this the cause of my not changing gears problem? Pulse Scout 49 2014. (Chinese 50cc)

Take the rear pulley off and see if you can spread the two pulley halves apart with your hands. Does it hang up? Is it really super hard to do it? That could be the reason it's not shifting. There's supposed to be grease in there. If it all dried up from the heat it won't work right.
Are the three little U-shaped guides on the variator back plate all there and in good condition?
This video shows a 2 stroke CVT so it's slightly different than yours but the variator and clutch work the same way. Watch the whole thing. It shows how to properly install everything and how to tear apart and service ther rear pulley which is called the Torque Driver in scooter lingo. The video will start at 1:27 right after the cover is removed.
