I picked up my scoiter from the shop they did a 100 cc upgrade. 2 days ago. The same day i picked it up it started to lose power. When i got home i noticed the air filter was missing. I maybe drove the scooter for 3 hours on that day..Next day i changed to a new battery and new air filter.. now the bike cranks but wont turn over. I checked the fuel hose. When i kick start it drips fuel. I checked spark plug n got a spark. Still no luck.

Do you have fuel on the plug after you try to start it? Does it have compression? If you don't have a compression tester, you should be able to turn the engine over by hand (there's an opening to let you use a socket on the flyhweel or you can use the kickstart lever) and feel considerable resistance.

Im not reallybsure about fule on the socket however when.its pushed and kick started ot drips fuel from the hose cause i took it off the socket to test it.

I dont have compression tester what is the fly wheel. The kick seems pretty easy motion it seems the way it was when i bought it 3 months ago.

Was it running with the shrouds off of the engine? If so, did you do that or did the shop do that? It may overheat that way. I wouldn't trust any shop that left the shrouds off. Running lean, as it most likely would without a filter if it was tuned for one, also causes more heat. Not a good combo.
It sounds like it either has reasonable compression or the battery is low in the vid. I misspoke about the flywheel. I should have said cooling fan. There's a hex in the center of it that you can fit a socket on to turn the engine over. Since you are missing the other shrouds, you could just reach in and rotate it. You should feel substantial resistance as the piston approaches the top of the bore. If not, you may need to further investigate compression.

Where are the cooling shrouds? If you drove it around without them, you have a serious problem. My advice is to you is to take it back and have them replace the top end again then all the cooling plastic parts. Oh, and sue them!

I agree. If it overheated due to the removed shrouds, then the head could have warped and you might have little to no compression.

Is there a tutorial on how to manually turn over engine 1. Make sure the igntion is off and kill switch is set to off/kill. 2. Either use a 13mm socket and ratchet on the center of the fan to rotate the engine, or in your case just grab the fan since it's exposed from the lack of shrouds and rotate it.

Turning the engine over does not mean to start. You are doing a very basic compression check. turn it over by hand and see if it gets significantly harder to turn when it gets close to top dead center.
