when removing the rocker arms, one of the cylinder studs came out with the nut. it is not stripped and will screw right back in but my question is how do i properly tighten it?

Put two nuts on it and tighten the top one.
It will screw the stud back in.

But also get some red loctite and secure it so that it can not loosen again.
Engine studs should not vibrate loose or be easily removed. They need to be very secure at all times.
