Any how to on how to do this. Mine got bent in the wreck and I just bought a new one. The handle bars and speedometer is staying. Everything below is getting changed

It's not hard. Just time consuming.
You will need to strip the front end down, remove basically everything.
Start with the fairings and plastics.
Electrics & Handlebars
Then the brake caliper, fender, wheel etc
Make sure to get a very good quality grease for the bearings.
It really isn't hard at all. Again, just time consuming.

Remember to grease your bearings. All of these chinese bikes leave the factory with dry bearings.

Lots of them use loose bearings so be ready to catch all the little balls that will want to fall out

To me, the toughest 2 parts are getting a bunch of loose ball bearings to stay on reassembly if you are alone. They'll stick in grease to some degree though. A helper can make it go a little more smoothly if you have trouble. The other is tightening the assembly in place. You want to get any up and down play out of the front end, without over-tightening so that the steering requires hardly effort at all to move. Try to ride it in the yard or parking lot before you button it back up, so you can change how tightly you secure the steering stem if needed.

i bought a used one that came from another scooter. the bearings should already be greased right?

There are bearings in the upper and lower races. They're either ball bearings or ball bearings that are linked together in a cage. Either way, I'd clean the bearings and races and re-grease. They're not going to be sealed bearings, like your wheel bearings for example.
