literally just had this problem on my scooter. Start by check your flow through the fuel line. Disconnect it from the carb and watch the flow into a gas can or cup. If thats good, check your float and float valve. Be sure the float sits level when the carb body is held staight upside down. Then hook up the fuel line and check the flow through the needle valve. If it drips, not trickles, your valve isn't releasing enough. If you close the float and you still get fuel coming through, then its not sealing shut and flooding the carb/engine. going to try this tomorrow i posted in my tng venice build thread about how i checked my fuel flow with some videos. Also, i do see that you are missing the choke (enricher) but like the above mentioned replies, try to find a way to plug that hole. That circuit being unplugged is a giant wild card in keeping in tune

Looks like you can swap the top cap the throttle cable feeds through. Just be sure you reset both slack adjusters (at the throttle hand control and at the carb) then adjust it again.

well okay i made some progress with my carb. i can confirm the float does and is working. ive got it tuned so it runs terribly can probably hit 5 mph max, very bogged down sounding, but it does not kill after 200 feet anymore.
i have the idle screw out 3 1/2 turns, and the mix screw out 1/8 of a turn.
im going to mess with it some more to see if i can get it running half way decent with out killing after riding.

Success! Thanks for the suggestion Atariguy I cleaned where the float valve goes with a q tip with some baking soda and water on it. re assembled everything, put a UNI air filter on it ( original air filter was barely working at all) and boom runs perfect now. went to the gas station about a mile a way with out issue. hit about 45mph with it. very happy, thank you guys so much

im super relieved to have it running decent again. it still almost dies after acceleration so hopefully i can adjust that out. i actually bought this bike from a co worker for $100, it barely ran at the time. he found it on the side of the road, with a free sign on it. i just changed the tire. here is what the old one looked like. literally on the brink of failing.

Put a hose where the open choke goes, to plug when it doesnt want to start. can anyone spot it... scooter finally looks normal other than a missing mirror.

yes my right mirror is missing. i have to adjust it every 200 feet becasue it does not hold. and f having one mirror. i want to see retards tailing me.

That mirror is the same as the one on the '83-'84 Aero 80 and the '84-'07 Elite 80 or '84-'87 Elite 125/150 so there are usually several of them for sale on EBay. I have owned a couple of these scooters (one is the pic on my avatar)and have a couple of suggestions. First if you are running a low restriction air filter, put a small washer under your needle retainer clip in the top of the slide. That will richen up your midrange and top end slightly to make up for the lower restriction air filter. Secondly you may want to look into replacing the carb. A 2 stroke with a air leak will run lean and either soft seize or hole a piston in a heartbeat. You don't want to even try sourcing a piston for one of these. I have seen a VM22 Mikuni work well on one of these bikes and they even put a manual choke knob on it using a cable. If you really want to fix it right, there is a guy on EBay that has new carburetors with the bystarter for this bike. He is in Thailand and he gets like $300 for them. I know a guy in England that bought one his carbs for a Lead125 so the guy is legit.

Am i actually at risk of destroying my engine just because the by starter is missing, and is just an open home? i honestly didnt think of that.

They are designed for a precise air/fuel mixture. If you look through the build pages you will find several stories of scooterists that have built 2 stroke scooters and instantly have problems because the main jet was one or two sizes too small and caused the engine to overheat and seize. Having a hole the size of the bystarter valve will cause much more air to be introduced to the A/F mixture which can cause the engine to overheat. Plugging the bottom of that hole so air cannot flow through it would be the only way I know to deal with a carb that is missing the bystarter.
