Hello, I just changed the heads on my scooter due to the previous one had low compression. I rode it at night and I can see the spark from the spark plugs arcing towards the cooling fin near the spark plug. It does it occasionally. I changed the wiring harness previously but I used the ground from where the stator would connect to and placed it on one the bolt on the valve cover because the current starter has only two pins and no ground. Maybe that could be the problem? Any ideas?

Spark plug gap too wide. Defective spark plug wire insulation.

Yeah turns out it was that, changed it and now it's good. He didn't say which one it was, wire or gap.

The spark plug 'gap', or the distance the spark has to jump under compression, actually controls the voltage that is generated by the secondary (high voltage) side of the ignition system. Once the current finds a place to jump to the voltage does not rise anymore. A wide gap can put enough voltage 'stress' on other components to cause them to break down. When an arc jumps over the plug or through insulation on a wire it forms a carbon track (burn) and makes it easier for the spark to jump a second time. That cascade of failures and the resulting carbon tracks destroys the part.
