Just got a GY6 I'm repairing and when I try to start it the starter solenoid just clicks. I have a new battery, and tested a few different solenoids. I'm no sure whats going on. Am I looking at a bad starter? I checked all the connections and grounds, and everything looks fine to me. Any suggestions would be fantastic.

Have you actually checked the battery voltage just to be sure it's all charged up? I know you said you have a new battery, but I'd still check that first. Also check that you get basically the same voltage at the starter positive terminal.
Check all of your grounds. You should have engine and frame grounds. Make sure they're secure and in good shape.
Those would definitely be the first things I'd do. Then I'd prob try tapping the starter with a mallet. Don't beat or hammer it, tap it. If it tries to start then, replace the starter.
