I went to check my air filter on my stock airbox on my 49cc 4 T. The bottom part of the filter has a brown discoloration and smells slightly of gas. The scoot has about 7000 km on it.It starts and runs great. Could the stock vapor hoses cause the gas smell? I didn't change all the lines on it. Sorta ran out of money while doing the lines. Or is my petcock going bad?

If excess fuel ends up there, it may be a petcock/float issue. My TaoTao just had this issue. Mine did it to the extent that I would see a coin sized bit of gas under the airbox at times. I got a rebuild kit cheap and replaced the float and float needle and that cured it for me. Mine's a manual petcock, but I leave it open too often. The vacuum petcock should stop fuel supply when not running so if it is overflowing at all when parked, the petcock isn't doing it's job. Still, an operational float should prevent fuel from overflowing.
